The average rainfall is 12 inches, usually between July\u003cbr\u003e          and September, so that spring and summer are dry, and\u003cbr\u003e          agriculture and grazing suffer. The climate is uniform, the\u003cbr\u003e          summers, as a rule, moderate, and, the atmosphere being dry, the\u003cbr\u003e          heat is not oppressive. In the north-west and north-east the\u003cbr\u003e          winters are long, but not severe, while in the central and\u003cbr\u003e          southern portions the winters are usually short and mild. In the\u003cbr\u003e          United States census of 1900 the population was 141,282, of\u003cbr\u003e          which 33 per cent was illiterate; in the census of 1910 the\u003cbr\u003e          population was 327,296.
