Generally, dhamma can refer to the Buddha's \"doctrine\" or an \"eternal truth\" or \"righteousness\" or all \"phenomena\"; and, at its root, pada means \"foot\" and thus by extension, especially in this context, means either \"path\" or \"verse\" (cf. \"foot (prosody)\") or both.
