Despite these positive features,\u003cbr\u003ethe strategy does not (1) explain how achieving its human capital\u003cbr\u003eobjectives will improve the agency's performance in meeting its strategic\u003cbr\u003egoals for protecting the environment, (2) identify the resources needed\u003cbr\u003eand the specific milestones for implementing the human capital objectives,\u003cbr\u003eor (3) provide results-oriented (outcome) measures that track the agency's\u003cbr\u003eprogress and evaluate its success in achieving these objectives. Filling\u003cbr\u003ethese gaps in its strategy would allow EPA to better ensure the most\u003cbr\u003eeffective use of its workforce.
