Yet it was one of the most important\u003cbr\u003eand critical events, involving possibly the gravest consequences,\u003cbr\u003ein the entire history of the country.\u003cbr\u003e\u003cbr\u003eThe constitutional power to impeach and remove the President had\u003cbr\u003elain dormant since the organization of the Government, and\u003cbr\u003eapparently had never been thought of as a means for the\u003cbr\u003esatisfaction of political enmities or for the punishment of\u003cbr\u003ealleged executive misdemeanors, even in the many heated\u003cbr\u003econtroversies between the President and Congress that had\u003cbr\u003etheretofore arisen. Nor would any attempt at impeachment have\u003cbr\u003ebeen made at that time but for the great numerical disparity then\u003cbr\u003eexisting between the respective representatives in Congress of\u003cbr\u003ethe two political parties of the country.\u003cbr\u003e\u003cbr\u003eOne-half the members of that Congress, both House and Senate, are\u003cbr\u003enow dead, and with them have also gone substantially the same\u003cbr\u003eproportion of the people at large, but many of the actors therein\u003cbr\u003ewho have passed away, lived long enough to see, and were candid\u003cbr\u003eenough to admit, that the failure of the impeachment had brought\u003cbr\u003eno harm to the country, while the general judgment practically of\u003cbr\u003eall has come to be that a grave and threatening danger was\u003cbr\u003ethereby averted.\u003cbr\u003e\u003cbr\u003eA new generation is now in control of public affairs and the\u003cbr\u003edestinies of the Nation have fallen to new hands. New issues have\u003cbr\u003edeveloped and will continue to develop from time to time; and new\u003cbr\u003edangers will arise, with increasing numbers and changing\u003cbr\u003econditions, demanding in their turn the same careful scrutiny,\u003cbr\u003ewisdom and patriotism in adjustment. But the principles that\u003cbr\u003eunderlie and constitute the basis of our political organism, are\u003cbr\u003eand will remain the same; and will never cease to demand constant\u003cbr\u003evigilance for their perpetuation as the rock of safety upon which\u003cbr\u003eour federative system is founded.\u003cbr\u003e\u003cbr\u003eTo those who in the study of the country's past seek a broader\u003cbr\u003eand higher conception of the duties of American citizenship, the\u003cbr\u003efacts pertaining to the controversy between the Executive and\u003cbr\u003eCongress as to the restoration and preservation of the Union, set\u003cbr\u003eout in the following pages, will be interesting and instructive.\u003cbr\u003eNo one is better fitted than the author of this volume to discuss\u003cbr\u003ethe period of reconstruction in which, as a member of the Federal\u003cbr\u003esenate, he played so potent and patriotic a part, and it is a\u003cbr\u003epleasure to find that he has discharged his task with so much\u003cbr\u003eability and care.
