The German cultivation of opinion began long\u003cbr\u003ebefore the war; it is still the most systematic and, because of the\u003cbr\u003epsychological ineptitude of the Germans, it is probably the clumsiest.\u003cbr\u003eThe French _Maison de la Presse_ is certainly the best organisation in\u003cbr\u003eexistence for making things clear, counteracting hostile suggestion, the\u003cbr\u003eBritish official organisations are comparatively ineffective; but what\u003cbr\u003eis lacking officially is very largely made up for by the good will\u003cbr\u003eand generous efforts of the English and American press.
