We must go back of the facts of to-day and find in\u003cbr\u003enational history and personal ambition the causes of the present\u003cbr\u003estruggle. Years of preparation were necessary before German military\u003cbr\u003eleaders could convert a nation to their views, or get ready the men,\u003cbr\u003emunitions, and transportation for the war they wanted. Conflicts of\u003cbr\u003eraces for hundreds of years have made the southeastern part of Europe a\u003cbr\u003efirebrand in international affairs. The course of the Russian revolution\u003cbr\u003ehas been determined largely by the history of the Russian people and of\u003cbr\u003ethe Russian rulers during the past two centuries. The entrance of\u003cbr\u003eEngland and Italy into the war against Germany was in each case brought\u003cbr\u003eabout by causes which came into existence long before August, 1914. A\u003cbr\u003eperson who understands, even in part, the causes of this great\u003cbr\u003estruggle, will be in a better position to realize why America entered\u003cbr\u003ethe war and what our nation is fighting for. And better yet, he will be\u003cbr\u003emore ready to take part in settling the many problems of peace which\u003cbr\u003emust come after the war is over. For these reasons, the first few\u003cbr\u003echapters of this book are devoted to a study of the important facts of\u003cbr\u003erecent European history.\u003cbr\u003e\u003cbr\u003e[Illustration: EUROPE IN 1913]\u003cbr\u003e\u003cbr\u003eA HUNDRED YEARS AGO.--It is remarkable that almost exactly a century\u003cbr\u003ebefore the present world war, Europe was engaged in a somewhat similar\u003cbr\u003estruggle to prevent an ambitious French general, Napoleon Bonaparte,\u003cbr\u003efrom becoming the ruler of all that continent, and of America as well.\u003cbr\u003eHe had conquered or intimidated nearly all the states of\u003cbr\u003eEurope--Austria, Prussia, Russia, Spain, etc.--except Great Britain. He\u003cbr\u003eonce planned a great settlement on the Mississippi River, and so alarmed\u003cbr\u003ePresident Jefferson that the latter said the United States might be\u003cbr\u003ecompelled to \"marry themselves to the British fleet and nation.\" But\u003cbr\u003eEngland's navy kept control of the seas; Napoleon's colony in North\u003cbr\u003eAmerica was never founded; and at last the peoples of Europe rose\u003cbr\u003eagainst their conqueror, and in the battle of Waterloo, June 18, 1815,\u003cbr\u003efinally overthrew him.\u003cbr\u003e\u003cbr\u003eEUROPE SINCE 1815.--After the downfall of Napoleon the rulers of\u003cbr\u003eEurope met in conference at Vienna and sought to restore conditions as\u003cbr\u003ethey had been before the war. They were particularly anxious that the\u003cbr\u003egreat masses of the people in their several nations should continue to\u003cbr\u003erespect what was termed \"the divine right of kings to rule over their\u003cbr\u003esubjects.\" They did not, except in Great Britain, believe in\u003cbr\u003erepresentative governments. They feared free speech and independent\u003cbr\u003enewspapers and liberal educational institutions. They hated all kinds of\u003cbr\u003epopular movements by which the inhabitants of any country might throw\u003cbr\u003eoff the monarch's yoke and secure a share in their own government. For\u003cbr\u003eover thirty years the \"Holy Allies,\"--the name applied to the monarchs\u003cbr\u003eof Austria, Prussia, and Russia,--succeeded tolerably well in keeping\u003cbr\u003ethe peoples in subjection.
