Men\u003cbr\u003ehave written as if the phrase indicated a new land and a new\u003cbr\u003ecivilization, utterly unlike anything that had existed before and\u003cbr\u003einvolving a sharp break with the history and the traditions of the past.\u003cbr\u003eNothing could be more untrue. Peoples do not in one generation or in two\u003cbr\u003erid themselves entirely of characteristics which have been developing\u003cbr\u003efor centuries.\u003cbr\u003e\u003cbr\u003eThere is a New South, but it is a logical development from the Old\u003cbr\u003eSouth. The civilization of the South today has not been imposed from\u003cbr\u003ewithout but has been an evolution from within, though influenced by the\u003cbr\u003epolicy of the National Government. The Civil War changed the whole\u003cbr\u003eorganization of Southern society, it is true, but it did not modify its\u003cbr\u003eessential attributes, to quote the ablest of the carpetbaggers, Albion\u003cbr\u003eW. Tourgée. Reconstruction strengthened existing prejudices and created\u003cbr\u003enew bitterness, but the attempt failed to make of South Carolina another\u003cbr\u003eMassachusetts. The people resisted stubbornly, desperately, and in the\u003cbr\u003eend successfully, every attempt to impose upon them alien institutions.\u003cbr\u003e\u003cbr\u003eThe story of Reconstruction has been told elsewhere.[1] A combination of\u003cbr\u003etwo ideas--high-minded altruism and a vindictive desire to humiliate a\u003cbr\u003eproud people for partisan advantage--wrought mischief which has not been\u003cbr\u003erepaired in nearly half a century. It is to be doubted, however, whether\u003cbr\u003eReconstruction actually changed in any essential point the beliefs of\u003cbr\u003ethe South. Left to itself, the South would not, after the War, have\u003cbr\u003egiven the vote to the negro. When left to itself still later, it took\u003cbr\u003ethe ballot away. The South would not normally have accepted the negro as\u003cbr\u003ea social equal. The attempt to force the barrier between the races by\u003cbr\u003elegislation with the aid of bayonets failed.
