However, there is great uncertainty about the\u003cbr\u003erole of state health departments regarding epilepsy or other lower prevalence\u003cbr\u003echronic conditions. Thus, the purpose of this report is to assist state health\u003cbr\u003edepartments and other interested organizations in identifying and understanding\u003cbr\u003ethe role of public health in addressing epilepsy.\u003cbr\u003e\u003cbr\u003eThe Association of State and Territorial Chronic Disease Program Directors\u003cbr\u003esought input from key informants to create a shared awareness of the issues,\u003cbr\u003edetermine the relative importance and feasibility of addressing these issues\u003cbr\u003ethrough public health, and foster mutual understanding among states, advocacy\u003cbr\u003egroups and federal health agencies. A concept mapping process was\u003cbr\u003eused to gather, aggregate, confirm and integrate the knowledge and opinions\u003cbr\u003eof key stakeholders regarding the role of public health in addressing epilepsy.\u003cbr\u003eIdeas generated by stakeholders suggested that states approach epilepsy in\u003cbr\u003ea coordinated and comprehensive manner similar to that used for other public\u003cbr\u003ehealth chronic disease prevention and control programs. Recommended\u003cbr\u003eepilepsy program areas included: assessment, epidemiology and surveillance;\u003cbr\u003epartnerships; state plans; intervention; and evaluation. The state health\u003cbr\u003edepartment was seen as quite capable of carrying out activities in these areas,\u003cbr\u003eand specific action steps were recommended for each.\u003cbr\u003e\u003cbr\u003eState health departments were not seen as fulfilling important leadership or\u003cbr\u003eprogram management roles regarding epilepsy. This may be because other\u003cbr\u003eentities, such as the Epilepsy Foundation, are recognized as the lead organization, or it may be because public health agencies have other priorities\u003cbr\u003edemanding greater attention.\u003cbr\u003e\u003cbr\u003eState health departments are not currently very involved in addressing\u003cbr\u003eepilepsy or other lower prevalence chronic conditions.
