In doing so I will keep to the\u003cbr\u003eorder indicated above, and discuss how such\u003cbr\u003eprincipalities are to be ruled and preserved.\u003cbr\u003eI\u003cbr\u003eI say at once there are fewer difficulties in\u003cbr\u003eholding hereditary states, and those long\u003cbr\u003eaccustomed to the family of their prince, than new\u003cbr\u003eones; for it is sufficient only not to transgress the\u003cbr\u003ecustoms of his ancestors, and to deal prudently\u003cbr\u003ewith circumstances as they arise, for a prince of\u003cbr\u003eaverage powers to maintain himself in his state,\u003cbr\u003eunless he be deprived of it by some extraordinary\u003cbr\u003eand excessive force; and if he should be so\u003cbr\u003edeprived of it, whenever anything sinister happens\u003cbr\u003eto the usurper, he will regain it.\u003cbr\u003eWe have in Italy, for example, the Duke of\u003cbr\u003eFerrara, who could not have withstood the attacks\u003cbr\u003eof the Venetians in '84, nor those of Pope Julius in\u003cbr\u003e'10, unless he had been long established in his\u003cbr\u003edominions. For the hereditary prince has less cause\u003cbr\u003eand less necessity to offend; hence it happens that\u003cbr\u003ehe will be more loved; and unless extraordinary\u003cbr\u003evices cause him to be hated, it is reasonable to\u003cbr\u003e1 Discourses.\u003cbr\u003eThe Prince 3 Nicolo Machiavelli\u003cbr\u003eexpect that his subjects will be naturally well\u003cbr\u003edisposed towards him; and in the antiquity and\u003cbr\u003eduration of his rule the memories and motives that\u003cbr\u003emake for change are lost, for one change always\u003cbr\u003eleaves the toothing for another.\u003cbr\u003eThe Prince 4 Nicolo Machiavelli\u003cbr\u003eCHAPTER III\u003cbr\u003eConcerning Mixed Principalities\u003cbr\u003eUT the difficulties occur in a new\u003cbr\u003eprincipality. And firstly, if it be not\u003cbr\u003eentirely new, but is, as it were, a member\u003cbr\u003eof a state which, taken collectively, may be called\u003cbr\u003ecomposite, the changes arise chiefly from an\u003cbr\u003einherent difficulty which there is in all new\u003cbr\u003eprincipalities; for men change their rulers\u003cbr\u003ewillingly, hoping to better themselves, and this\u003cbr\u003ehope induces them to take up arms against him\u003cbr\u003ewho rules: wherein they are deceived, because they\u003cbr\u003eafterwards find by experience they have gone from\u003cbr\u003ebad to worse. This follows also on another natural\u003cbr\u003eand common necessity, which always causes a new\u003cbr\u003eprince to burden those who have submitted to him\u003cbr\u003ewith his soldiery and with infinite other hardships\u003cbr\u003ewhich he must put upon his new acquisition.\u003cbr\u003eB\u003cbr\u003eIn this way you have enemies in all those whom\u003cbr\u003eyou have injured in seizing that principality, and\u003cbr\u003eyou are not able to keep those friends who put you\u003cbr\u003ethere because of your not being able to satisfy them\u003cbr\u003ein the way they expected, and you cannot take\u003cbr\u003estrong measures against them, feeling bound to\u003cbr\u003ethem. For, although one may be very strong in\u003cbr\u003earmed forces, yet in entering a province one has\u003cbr\u003ealways need of the goodwill of the natives.\u003cbr\u003eFor these reasons Louis XII, King of France,\u003cbr\u003eThe Prince 5 Nicolo Machiavelli\u003cbr\u003equickly occupied Milan, and as quickly lost it; and\u003cbr\u003eto turn him out the first time it only needed\u003cbr\u003eLodovico's own forces; because those who had\u003cbr\u003eopened the gates to him, finding themselves\u003cbr\u003edeceived in their hopes of future benefit, would not\u003cbr\u003eendure the ill-treatment of the new prince.
