Considerable attention has been given by successive Committees of Council on Education to the training and examination of Teachers for Elementary Schools. The gradual elevation of youthful Monitors in Schools to the important and salaried position of Pupil-Teachers was accomplished, and arrangements were entered into withmost of the larger ecclesiastical bodies of the United Kingdom, for the inspection, improvement, and increase of their schools, when Sir James Kay Shuttleworth, Bart., occupied the office of Secretary to the Committee of Council. His successor, Mr. Lingen, carries on the work of endeavouring to improve the mass of the people by local improvements in parochial and other schools, inspection of all departments of public instruction under the Committee of Privy Council, and a constant system of liberally assisting local exertions for education within the limits assigned to that Committee's supervision.
