This study, Research to Develop a Community Needs \u003cbr\u003eIndex, marks a further advance by developing an index that not only shows current needs \u003cbr\u003ebut also can be used to demonstrate changing community conditions. \u003cbr\u003eThe study draws on a number of public databases, including the American \u003cbr\u003eCommunity Survey (ACS).  It tests the feasibility of relying on the ACS for annual \u003cbr\u003einformation about community needs, and it devises a method to compare those needs \u003cbr\u003eover time. Specifically this study used 2005 ACS data and other readily-available \u003cbr\u003esources in order to create an index of community needs. Itthen applied that index to \u003cbr\u003emeasure changes in community needs since 2000. \u003cbr\u003eThis study also develops and implementsan innovative index of real fiscal \u003cbr\u003ecapacity, which measures the extent to which communities are capable of dealing with \u003cbr\u003etheir problems without federal assistance. Toconstruct this index, the study compares \u003cbr\u003ethe ability of cities to raise revenue from various sources.
