Throughout the \u003cbr\u003e1990s, the Congress and many other governmental and nongovernmental institutions often \u003cbr\u003ementioned the need for these analytical tools. \u003cbr\u003eIn 2003 then-Secretary of Housing and Urban Development Me1 Martinez launched America's \u003cbr\u003eAflordable  Communities Initiative:  Bringing Homes Within Reach Through Regulatory Reform. \u003cbr\u003eThis Initiative reinforces HUD's commitment to work with states and localities to address \u003cbr\u003eregulatory barriers to housing affordability. As part of the Initiative, the Office of Policy \u003cbr\u003eDevelopment and Research undertook a number of research projects to better understand the \u003cbr\u003enature of the problem and to develop new tools that would help in the development of sound \u003cbr\u003eregulatory policies.  A number of these projects, including development of a methodology to \u003cbr\u003eassess housing impacts, were identified in the 2003 HUD report, WhyNot In Our Community?, \u003cbr\u003ean update to the 1991 Advisory Commission report.
