This manual elaborates on doctrine contained in Field Manual (FM) 3-57, Civil Affairs Operations.\u003cbr\u003e\u003cbr\u003eThe principal audience for ATP 3-57.10 is the Army Civil Affairs force, officers, and noncommissioned officers who support joint and Army forces or serve on the staffs that support those commanders of operations at all levels of war. It is also an applicable reference for the interagency. As with all doctrinal manuals, ATP 3-57.10 is authoritative but not directive. It serves as a guide and does not preclude CA personnel or units from developing their own standard operating procedures (SOPs). The techniques and procedures presented in this manual should not limit CA forces from using their civilian-acquired skills, training, and experience to meet the challenges they face while conducting CA operations and providing support to CMO. This publication applies to the Active Army, Army National Guard\/Army National Guard of the United States, and United States Army Reserve unless otherwise stated.\u003cbr\u003e\u003cbr\u003eCommanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, host-nation laws and regulations.
