Transnational terrorist groups use the chaos of failed states\u003cbr\u003eto shield themselves from effective counterterrorism efforts by the\u003cbr\u003einternational community. The potential nexus of failed state-based\u003cbr\u003eterrorism and terrorists’ access to Weapons of Mass Destruction\u003cbr\u003e(WMD), especially nuclear WMD, escalates the risk that such groups\u003cbr\u003epose to the United States and to its allies in the Global War on\u003cbr\u003eTerror.\u003cbr\u003eIn this monograph, the author finds that current counterterrorism\u003cbr\u003estrategies have yielded limited results in addressing the threat posed\u003cbr\u003eby terrorist groups operating in and from failed states. He argues\u003cbr\u003ethat the uniquely challenging conditions in such states require a new\u003cbr\u003eapproach to counterterrorism. By integrating the law enforcement and\u003cbr\u003emilitary instruments of power, U.S. strategists can craft an approach\u003cbr\u003eto counterterrorism that leverages the core competencies of both the\u003cbr\u003emilitary and law enforcement communities.
