Yemen\u003cbr\u003ehas also acceded to the two Optional Protocols to\u003cbr\u003ethe Convention on the Sale of Children, Child\u003cbr\u003eProstitution and Child Pornography (OPSC) and on the\u003cbr\u003eInvolvement of Children in Armed Conflicts (OPAC).\u003cbr\u003eExisting national legislation however still does not fully\u003cbr\u003ereflect the principles and provisions of the Convention,\u003cbr\u003ein particular the principles of non-discrimination\u003cbr\u003e(Article 2), the best interests of the child (Article\u003cbr\u003e3), inherent right to life (Article 6), and respect for\u003cbr\u003ethe views of the child (Article 12). Incompatibilities\u003cbr\u003ebetween existing national legislation and Convention\u003cbr\u003eexist moreover with respect to the legal definition of\u003cbr\u003ethe child, (minimum age for criminal responsibility,\u003cbr\u003eminimum age to enter the armed forces, and minimum\u003cbr\u003eage for marriage), family law, and the administration of\u003cbr\u003ejuvenile justice. The Higher Council for Motherhood\u003cbr\u003eand Childhood (HCMC), based on a legislative review,\u003cbr\u003ehas proposed amendments to 11 out of 14 laws with\u003cbr\u003earticles relating to children, including the Child Rights\u003cbr\u003eAct, Juvenile Justice Act Number 24 of 1992, the Penal\u003cbr\u003eCode Number 12 of 1994, and Personal Status Law\u003cbr\u003eNumber 20 of 1992. The proposed amendments were\u003cbr\u003esubmitted to the House of Representatives in 2007 and\u003cbr\u003estill await their approval.
