For the 28 task orders reviewed, \u003cbr\u003econtracting officers awarded 26 task orders with \u003cbr\u003eunclear requirements, 24 task orders that did not \u003cbr\u003ealways have measureable outcomes, 9 task orders that \u003cbr\u003emay have included inherently governmental duties, \u003cbr\u003eand 24 task orders with elements of a personal \u003cbr\u003eservices contract. This occurred because contracting \u003cbr\u003eofficers did not ensure task order terms complied with \u003cbr\u003eFederal Acquisition Regulation requirements to \u003cbr\u003einclude clear, specific, and objective terms with \u003cbr\u003emeasurable outcomes or review task orders for \u003cbr\u003einherently governmental functions and elements of a \u003cbr\u003epersonal services contract.
