In 2004, the \u003cbr\u003eSenate Conference Report 108-401 stated that further CMV tracking capabilities were necessary: \u003cbr\u003e“As proposed by the Senate, the conference agreement directs $2,000,000 from \u003cbr\u003efunds provided for the high-priority initiative program for an expanded satellitebased communications system to monitor and track hazardous materials and \u003cbr\u003ehigh-value cargo in uncovered areas of the United States.” \u003cbr\u003eThis document outlines the requirements for this expanded satellite-based communications \u003cbr\u003esystem, provides a detailed breakdown of the individual technologies used, and explains how \u003cbr\u003ethey will be field-tested to provide evidence that the technologies meet the designated \u003cbr\u003erequirements. \u003cbr\u003eThe information in this document regarding the potential security, safety, and operational \u003cbr\u003eefficiency benefits of commercially available trailer tracking technologies, can be used by motor \u003cbr\u003ecarriers and the public sector emergency response and enforcement communities. Motor carriers \u003cbr\u003emay decide to purchase and implement this technology to improve overall safety, security, and \u003cbr\u003eoperational efficiency.
