Hospital Insurance (HI), \u003cbr\u003eotherwise known as Medicare Part A, helps pay for hospital, home\u003cbr\u003ehealth following hospital stays, skilled nursing facility, and hospice \u003cbr\u003ecare for the aged and disabled. Supplementary Medical Insurance \u003cbr\u003e(SMI) consists of Medicare Part B and Part D. Part B helps pay for \u003cbr\u003ephysician, outpatient hospital, home health, and other services for \u003cbr\u003ethe aged and disabled who have voluntarily enrolled. Part D provides \u003cbr\u003esubsidized access to drug insurance coverage on a voluntary basis for \u003cbr\u003eall beneficiaries and premium and cost-sharing subsidies for lowincome enrollees. Medicare also has a Part C, which serves as an \u003cbr\u003ealternative to traditional Part A and Part B coverage. Under this \u003cbr\u003eoption, beneficiaries can choose to enroll in and receive care from \u003cbr\u003eprivate “Medicare Advantage” and certain other health insurance \u003cbr\u003eplans. Medicare Advantage and Program of All-Inclusive Care for the \u003cbr\u003eElderly (PACE) plans receive prospective, capitated payments for \u003cbr\u003esuch beneficiaries from the HI and SMI Part B trust fund accounts; \u003cbr\u003ethe other plans are paid on the basis of their costs.  \u003cbr\u003eThe Social Security Act established the Medicare Board of Trustees to\u003cbr\u003eoversee the financial operations of the HI and SMI trust funds.\u003cbr\u003e1\u003cbr\u003eThe \u003cbr\u003eBoard has six members. Four members serve by virtue of their \u003cbr\u003epositions in the Federal Government: the Secretary of the Treasury,\u003cbr\u003ewho is the Managing Trustee; the Secretary of Labor; the Secretary of \u003cbr\u003eHealth and Human Services; and the Commissioner of Social \u003cbr\u003eSecurity. Two other members are public representatives whom the\u003cbr\u003ePresident appoints and the Senate confirms. Charles P. Blahous III \u003cbr\u003eand Robert D. Reischauer began serving on September 17, 2010. The \u003cbr\u003eAdministrator of the Centers for Medicare \u0026amp; Medicaid Services \u003cbr\u003e(CMS) serves as Secretary of the Board. \u003cbr\u003eThe Social Security Act requires that the Board, among other duties, \u003cbr\u003ereport annually to the Congress on the financial and actuarial status \u003cbr\u003eof the HI and SMI trust funds.
