Members agreed to conduct a reconciliation study, using \u003cbr\u003erecent data, to explain and quantify the statistical discrepancies inthe bilateral merchandise trade \u003cbr\u003edata.   The goal of the study is not to alter the official statistics of either country, but to identify \u003cbr\u003ethe causes of the statistical discrepancies in the official data of the two countries, and to facilitate \u003cbr\u003ea common understanding by data users of the actual situation of the bilateral trade and the causes \u003cbr\u003eof the statistical discrepancies in the bilateral trade data.   Adjustments made to statistical data, \u003cbr\u003eto achieve mutually agreed upon sets of trade figures, do notimply errors in the statistical \u003cbr\u003esystems of either country. Neither do the adjustments represent revisions or corrections to \u003cbr\u003eeither country’s published trade figures. \u003cbr\u003ePreviously, in 1994, a trade statistics working group was established at the 8\u003cbr\u003eth\u003cbr\u003eU.S.-China JCCT \u003cbr\u003emeeting to address the issue of discrepancies in the bilateral trade statistics. The main \u003cbr\u003econclusion reached was that goods shipped indirectly from China via Hong Kong and other \u003cbr\u003eintermediary countries or regions account for a large part of the discrepancy in the U.S.-China \u003cbr\u003ebilateral trade statistics.   Although both countries follow the same international guidelines on \u003cbr\u003emerchandise trade statistics programs, the corresponding import and export statistics from both \u003cbr\u003ecountries will not necessarily match.
