If man is a rational animal, he cannot delegate his rationality to others without bearing the responsibility therefor.    \u003c\/p\u003e\u003cp\u003eThis book has been three decades in the writing.  It was commenced by an idealistic college professor and concluded by a depressed lawyer dealing with parents whose children have been seized by the government, with several arrests due to governmental negligence interposed.  It owes its existence to the delegation of responsibility, the delegation of rationality.  By the Government and its citizens.    \u003c\/p\u003e\u003cp\u003eIn Part I we will examine a delegation of powers by the Federal Government back to a functionality of the State Government, who in turn delegated it to a career criminal and an illegal alien, leading to handcuffs and shackles for the author.  Part II deals with an international tragedy, in which one war was caused in large part by false allegations of delegation of responsibility.  Although our nation survived that war, with tremendous costs of human life not only of the United States, but of out Allies and enemies; we now face control by other nations due to our short-sighted decisions rooted in political opportunism.    \u003c\/p\u003e\u003cp\u003eIt is possible to remedy the problems presented in the first parts of this book; those of the final Chapters might, in the near future, be beyond repair.  Due to our tendency to delegate our judgement and our conscious, we have given over to bureaucrats and self-proclaimed experts the power to control our children and thereby destroy the family unit.  By delegating our rationality and consciences on a continuing basis we have, as Edmund Burke warned, been held deeply answerable.  When Caesar, whose manifest incompetence is examined in the first Part of this book, controls even the family unit, the hope for the future declines catastrophically.    \u003c\/p\u003e\u003cp\u003ePart II of this work is the only part which was commenced in an academically desirable situation.  The concepts therein are the results of years of study and research.  The writing of Part I was commenced in an academically sound manner only if one seeks to emulate Jefferson or a Stoic with neither a porch nor paint; on the second anniversary of my October 8 arrest by the Feds as my Partner and I sat on a beach in Jamaica after we filed suit against the Government; I wrote in a spiral notebook and consulted no source beyond my memory.  I have subsequently utilized other sources, including trial transcripts and notes, but at that time of my life I felt a need to leave \"the land of the free\" in order to be and use my intellect.    \u003c\/p\u003e\u003cp\u003eI have subsequently often been of the opinion that I should have submitted the spiral notebook in which I wrote on that October 8 to a publisher, as the writings therein were accurate at that stage and the progressive deterioration of individual rights have continued since that time.  I do not know that my destruction of at least four word processors by over-use and the use of reams of paper in my attempts to perfect earlier drafts of this tome have make it any more accurate, and searching the catacomb, which I used to call my office, in order to research the papers I had secreted there served only to cause me unhappiness when I emerged therefrom absent the symbolic ring which I have worn for nearly the past four decades.  This might be less important to most readers than one conclusion of this work: Mickey Mouse's agents are better investigators than some Governmental agents, whether designated State Attorney Investigators or Secret Service Agents.    \u003c\/p\u003e\u003cp\u003eIt is probable that, had I been able to include in this text the copies of official documents I was given by the feds following by October 8 arrest.  It would have made more graphic the injustice and incompetence exemplified by the events preceding my arrest, however, I have been advised that they are privileged.
