Culper Junior was the ring leader. In 1929, Pennypacker received a phone call that led him to some papers that had belonged to the Townsend family. The Townsends were a prominent family that had been in the United States since the 1600s. The papers were letters and account books from the Revolutionary War era. Perusing through the papers, Pennypacker found that Robert Townsend's handwriting was very similar to that in Culper Junior's letters.
