An anonymous terrorist (Ben Kingsley) plants five bombs throughout the city of Colombo, Sri Lanka and threatens to detonate them unless the Deputy Inspector General of the Colombo Police Department (Ben Cross) agrees to release four notorious terrorists who have been arrested and imprisoned.
