In the near future, a few young women manifest extraordinary abilities called "Shine." Each girl's ability is different. Some develop extraordinary mental abilities. Some become physically strong. Others have powers that defy description. But the world does not embrace these Shines. It fears them.

Using a controversial new test, Tennessee state authorities target and arrest Shines, even if their powers have not yet manifested. They go after Lola, a newlywed military codebreaker--and her husband is shot during her arrest. In the aftermath of the tragedy, Lola is sentenced to "rehabilitation" along with Shinal, a Gold Medal Olympic gymnast, and Frenchie, a hairdresser with an attitude. Stripped of their freedom and sentenced to a government camp for brainwashing, torture, and experimentation, the three Shines must find a way to escape before it's too late.
