The first necessary step for any serious contemplation of disaster-reduction strategies as well as climate change policies is risk and vulnerability measurement. It is an emerging technique that can systematically assess and analyze vulnerability and risk due to future possible climatic hazards and can reveal many adverse effects that are led by climate-induced disasters on society.
