When two males juveniles die in prison, a social psychiatrist is called in to oversee a brutal warden. He makes the institution coeducational. The warden of the boy's prison objects, saying the approach is "too soft", and the girl's warden objects because the girls may be exposed to rapists. Fights and attempted rapes occur, and the heavy handed warden regains control, resulting in a riot.
