This family film presents the further adventures of a young boy and his beloved orca whom he freed from captivity in the first film, Free Willy. This time both the boy and his whale are searching for their families. The boy, Jesse, was a street kid abandoned by his mother and later adopted by a loving young couple. At the local aquarium, where Jesse has to work to make up for some vandalism, he is befriended by Randolph, a wise Native American. As the story begins, Jesse has just learned that his birth mother, a drug-addict, has died. He also learns that he has an 8-year-old half-brother named Elvis who is coming to see him. Though he loves his new parents Annie and Glen, he finds himself feeling strangely confused. He is further confused by his growing crush on Randolph's lovely goddaughter Nadine. Willy, the now-free killer whale, is swimming with his sister and brother Luna, and Littlespot. One day while sailing, Jesse spots Willy and their friendship is renewed. Together they end up trying to deal with an oil tanker that has run aground near the ecologically sensitive whale lanes off the coast of Washington state where the story is set.
