Xining, the capital city of Qinghai Province, is also its political, economic and cultural center. It lies to the east of the Qinghai-Tibet Plateau in the upper reaches of the Yellow River. Xining has a typical mainland plateau climate with an average temperature of 7.7Â?C and an annual rainfall of 425 mm. It experiences mild summers and winters.
