New Orleans in the 1990s -- dirty, corrupt, violent. Often called "the city that care forgot," scandal-plagued New Orleans was already reeling when Antoinette Frank joined the city's beleaguered police force. Soon, she would commit a crime so shocking, so bloody, and so awful, that even the most hardened New Orleanians could not believe it.
