Peoria City Police Officer Skip Montez and County Sheriff's Detective Nicholas Rasso are undercover at Peoria's racetrack where their missing teen investigation leads them to a bloody standoff over a drug deal gone bad. As Taggart awaits his race heat to raise money for an abused children charity, promoted by his mother's efforts, he connects the dots when he overhears Officer Montez question the victim. But it's too late as Taggart's race car's rigged steering breaks and he crashes. He awakes in a hospital where he receives a note threatening his family. After he ignores the note, an attempt to kidnap his mother goes awry and Ashley James, Taggart's newly found soul mate, is grabbed instead and threatened with torture and death.
At the root of it all are a dangerous woman, tired of her husband's indifference and hooked on lust and drugs; and, the self-righteous, child-molesting old priest, visiting from Italy, who still hears Mussolini's orders in his head. While substituting for the Bishop who has gone to Rome, the old priest has dipped into the coffers of St. Mary's Cathedral to finance the now broken up cocaine deal.
With Ashley's imminent murder burning in his gut, Taggart shifts into reckless gear. As he dodges police who suspect him of a vicious murder, he uses his street-smart guile to force one immoral disciple to take him into the Devil's lair...in Italy.
