That means that it is a mathematical certainty that there are civilizations on planets out there that are far ahead technologically and socially of Earth's population. Alpha is 78 light years away from Earth, right here in our own Milky Way Galaxy, which is very close in Outer Space distance. It is one of those advanced planets.

Alphians have been visiting Earth since our prehistoric age. As with all planets that they visit, the Aphians come here with an agenda. They do not respect their inferiors, but they are very God-fearing. They know that Earth is the watery, prison planet of the fallen angels. They know that makes Earth a top-priority place in the Universe.
