In September, 1989 a vicious rainstorm, Hurricane Hugo, ripped through large sections of the Caribbean and the state of South Carolina leaving 56 people dead and causing $10 billion worth of damage.
Twelve-year-old Rudy Thompson lives in North Carleston, South Carolina. His stepfather is a compulsive gambler. His mother is an asthmatic with serious concerns about her husband's loyalty.
