Picturesque cypress swamps, miles of saw grass filled wet land, centuries old moss covered live oaks, rivers, bayous, pine forests, and low rolling hill farm land. St. Tammany Parish forms the north shore of Lake Pontchartrain and has it all. In 2002, the parish was growing, unemployment was low, and so was the crime rate. A grotesque form of pure evil arrived when a young woman was brutally beaten, raped, and murdered. In the spring of 2005, a man was gunned down by a sniper while jogging in an upscale gated neighborhood. That same year a pedophile used the internet to prey on teen aged girls. Against all laws of probability, an Al Qaida cell selected the parish for it's use in a murderous plot. Chief Deputy Sheriff Luke Dunbar and Assistant Parish District Attorney Helene Delacroix struggled with the evil doers unaware that they were on a collision course with the worst of the lot.
