James Steven Caigle is hired by Arnold Rutledge to explore and find the secrets of the city found under the waters off the coast of Mississippi, just beyond the barrier islands.
Jim tells Arnold what he needed for his invention and after Arnold departed, Jim explores and finds many wondrous things there, built by a higher mind than that of the human.
A huge hangar is found and this intrigues him to no end as he finds the source of the city’s power and the many things under the main floor. The spent fuel is used for insulation, but what kind of fuel is this?
After Jim builds the first integrated motor, Arnold leaves to have the invention patented and while he is gone, Jim rescues a young woman, bringing her down to the city where he finds many broken bones as well as full blown AIDS in her blood. He places her into one of the cocoons found there and finds her cured in just one week. How can this be?

And so the mysteries have only begun, and the city under the sea has only started to reveal its secrets...
