EGAT (Electricity Generation Authority of Thailand) is a public corporation run and owned by the Thai government, it stands to reason that it's supported by Thai peoples' taxes and from the revenues it gets from selling electricity.
In 2008, EGAT contracted with Burns and Roe, Ltd. (a NJ based nuclear engineering firm) for an expensive 'feasibility study' (FS) to gauge whether nuclear power plants are feasible for Thailand. The conclusion was foregone. Since the FS was concluded in 2010, it would be interesting to see whether their glowing assessments would still hold true, in light of the recent problems with nuclear plants since then, in particular; Japan's Fukushima, which was damaged in March 2011. Thailand is less technologically developed and has less corporate responsibility than Japan, and there are several additional reasons why Thailand should not go ahead with its plans to build four to six nuclear power plants in the near future.
