The watershed approach has changed the way that the U.S. Environmental Protection Agency (EPA) and other federal, tribal and state agencies formerly managed water resources programs. We now generally recognize that the critical environmental issues facing society are so intertwined that a comprehensive, ecosystem based and community-based approach is needed.
