Eleuthera

Corrections systems across the country are not returning
producers to communities in the US, they are returning more
and more predators. Recognizing the need for change, Dr.
Garth-James proposes that corrections managers focus their
attention on helping prisoners gain literacy and marketable job
skills that will aid them in fi nding Eleuthera, or true freedom, upon
their return to society.

The Chains of Eleuthera perspective links victims, offenders
and the community and uses collaborations, or joint ventures, to
create changes in prisons and jails that are desperately needed.
Dr. Garth-James draws from years of experience in California as a
lobbyist, policy analyst for the Joint Legislative Prisons Committee,
and Independent Observer with the Bureau of Justice Assistance
Prison Industries Enhancement Compliance Program, where she
has seen prison-based work programs have positive effects on
the lives of participants.
