Having friends help you may be the number-one strategy you can employ to make your CityVille experience more enjoyable. All but the most basic community buildings need the normal building actions plus a certain number of staff members before they can be finished. Until all of the staff positions are filled, you wont receive the benefits of the increased population cap or be able to harvest (thats CityVille lingo for clicking on a building to collect a reward) them for coins and collectibles.
The first step to adding friends is to find the ones you may already have on Facebook (or in your Circles, if you are playing on Google+) and send them friend requests in the game. CityVille makes this simple, often clearly pointing out the option.
