In 1698 John Trenchard published, a pamphlet entitled "An Argument Showing that A Standing Army Is Inconsistent With A Free Government, And Absolutely Destructive To The Constitution Of The English Monarchy."
The question of a standing army being at that time seriously agitated, this pamphlet is said to have produced a considerable effect.
It was followed almost immediately by, this book: "A Short History of Standing Armies in England."
In 1692, Trenchard was chosen by the House of Commons, one of seven commissioners for taking an account of the forfeited estates in Ireland; and he was one of the four who signed the report including the private estate, or that which had belonged to James II in right of the crown, which William had granted to his mistress, Lady Orkney.
A warm debate arose out of this report in the House of Commons, which is to be read in the "Parliamentary History." The report was approved of by the House, but gave great offense to the king.
