A warmer climate has led to the planet being ravaged by giant storms as humanity shelters in domed cities. The biggest of them endlessly circles the globe and now it's bearing down on New Tokyo.
The last line of defense are the riders, pilots who fly massive aircraft into the storms to sap their power or change their course. As he prepares, Major Tanaka knows many of them will not return.
