Chris Goodman, a British Ship Inspector, sets out to investigate the operations of a Balkan Flag of Convenience whose ships use a remote berth in Wales. When Goodman goes missing while inspecting a ship, his daughter, Faith, suspects foul play and enlists the help of Victor Strong. They are confronted by a web of evil compounded by the blind eyes, fear and self-interest of government officials.
