After foiling a kidnapping in London's Hyde Park, David Townsend finds that the intended victim is linked to an intricate plot to transport a Russian tactical nuclear weapon to the U.S. The victim and her father join forces with Townsend and his NSA analyst friend Billy Ray Benfield and their FBI contact Stacy Foster to track down the group responsible and find the weapon before detonation.
