A Peaceful Revolution

When a freshman U.S. Senator realizes the Senate and its arcane rules are neither democratic nor fair; a few old-timers control the operation. Feeling his voters have the same rights s as the others, he tries, unsuccessfully to convince the leadership to make those necessary changes. Failing that he decides to take the issue directly to the American people. He calls for the Second Constitutional Convention. When it finally convenes, it has the power to recommend changes to all f the Constitution.
