When the Mexican government is totally unable to enforce its own laws, the President of the United States, feels it necessary to intervene, partly to prevent the flow of drugs into U.S. He assigns the job to the CIA and, specifically the Station Chief in Mexico City. He puts together a plan that will not make the Mexican president happy, no the military and policia.
