Police Commissioner Morton Howe's occupation brings all types in London,England and his precinct handles anything, but in 1841 at age 42,things turn out to be much different. By what seems like a chance encounter, Cecil is befriended by Davey, a twelve year old boy who passes his place of solitude after work on his way home each evening.Over time, Davey begins to see Cecil as a father figure and unintentionally unravels his darkest secrets.
A black wolf, the subject of a university scientist's experimentations,bites the hand that feeds him and the new carrier of his sickness crosses Cecil's path with reckless disregard for all life. As men turn up dead across England, most by what appears to be unremarkable in nature and causing no suspicion, the strangling grip becomes tighter around Commissioner Howe's neck.
