Teague International is a corporation which specializes in financing and managing exploration for oil and minerals on an international scale. Jason Winter, CEO of Teague International, finds himself back at the corporate offices in Omaha, Nebraska, where he has returned to oversee a new oil and mineral exploration with the new government of Libya, North Africa.
Sam Dickerson, an old timer, is in Libya to sign contracts for exploration of minerals in the region. Sam decides to do things the old fashioned way, relying on instincts and human judgment rather than computer analysis and company policy. As are result o his actions, he is victimized by an international leech, Jacque Perveaux, who takes advantage of the situation to try gaining control of the company through bank and cash flow manipulations.
Senator Gregory Harper from the east Texas area of Tyler and Athens, having squeezed through special legislation in congress for the Libyan government, finds himself in a life-threatening situation. He calls upon his old college friend, Jason Winters, for help. Jason goes to Texas and suddenly finds himself exposed to the same threats and is puzzled by the events.
Maria Hernandez, whose father was killed in Mexico during oil explorations by Teague International, wants to destroy the company and the people associated with it. She has taken a job in Omaha as a newspaper reporter to achieve these goals. Maria continues her quest by digging for dirt on Jason and the Winters family. She becomes frightened upon hearing the Perveaux name which she was familiar with in her experiences in Mexico. Inadvertently, the people who had been sent to Omaha from Africa to see to Jansen’s demise happened upon Maria as she departed the Teague International offices. Her life then becomes a target.
As the story develops and each character struggles to achieve their own ends, cultural values and the associated human value factors began to take effect and have a significant influence on the turn of events.
