This publication, Department of the Army Pamphlet DA PAM 25-1-1 Army Information Technology Implementation Instructions September 2014, provides procedures for acquiring and managing information technology support and services and applies to information technology developed for or purchased by the Department of Army. It establishes procedures for the administration of information resources and the supporting technology requirements. This pamphlet supports Army Regulation (AR) 25–1, in implementing Public Law 104–106 (the Clinger-Cohen Act, formerly Division E, Technology Management Reform Act) and Title 10, United States Code, Section 2223.

Chief information officer functions and those of corresponding information management and/or information technology official and management processes are delineated throughout this pamphlet. These management processes involve strategic planning, business process analysis and improvement, capital planning and investment control, and information technology performance measurements.
