The Freedom Tower has just been completed in New York, and someone has designs on it. After it is destroyed in the same way as the original World Trade Center, Shannon is hired to figure out who did it and why. This one leads her to the highest echelons of the government and a pretty nice paycheck. Betty, Tyler, and Ann help.
