Sixth Floor Prisoner

The american government gave them their start as mercenaries. When the government was done with them, left abandoned with no future, they organized into a street gang, ordinary at first, rousting locals, scrounging for turf, robbing stores, and later evolving into a force for good that rivals the police department. Five years later the government decides to terminate their lives, but the gang has a plan and has great strength to leverage against the government.
