June 2017: The new President of the United States makes a stunning televised announcement: humans are not alone in our Universe.
In fact, First Contact was secretly made decades ago, and an alien diplomatic mission has quietly lived on Earth for twenty-three years. The President says she thinks this is wonderful and the Government should no longer keep it a closely held secret. She says humanity should welcome its Mthurian visitors.
But humanity is not prepared for the news. Demonstrators fill the streets. Financial markets tumble. Threats are made. And twelve frightened resident aliens go even deeper into hiding.
Senator Jason Richards of Oregon, a man with a dangerous secret, and many of his colleagues scramble to limit the damage. They make public statements stressing the peaceful and beneficial nature of the interplanetary contact, and quickly pass a law granting the aliens legal protection. Finally the Mthurian Ambassador and Jason's beloved alien wife Llani show themselves on television to prove they're not the evil gray aliens everyone has been conditioned to fear. None of this is enough to stop the turmoil.
When the Mthurian embassy is attacked by a previously unknown radical gang and the Ambassador is killed, the Department of Justice rounds up all the right wing militants it can find, trying to blame them for the attack, However, it soon begins to be evident the militias had nothing to do with it. Jason and the Director of the Diplomatic Security Service must convince a reluctant FBI Assistant Director to defy his superiors and help bring those actually responsible to justice.
The ensuing investigation, amid a cascade of further violence, brings on a political crisis that exposes deceit and manipulation in the highest levels of the American government, and severely tests the ingenuity of the aliens as well.
