Rule of Governance, Quatum Politics

Government decisions must be made by a process following the rule of governance. Personal decisions must be made by each person following a process unique to each person. The processes are separate and complimentary. When government decisions violate the rule in order to control personal behavior they create quantum politics, which cause conflict and turmoil.
